Carolyn Gibson was the Wiltshire Council representative with the roll to advise the Steering Group regarding procedural and legislative requirements of the Neighbourhood Planning process.

TOCKENHAM NEIGHBOURHOOD PLAN – MEETING AND CONSULTATION

For some years now, I have been putting notices in the parish magazine advising you about the preparation of a Neighbourhood Plan for Tockenham.

To give you some background information –

The Localism Act 2011 brought about changes to the existing planning system – with the aim of giving communities more control over the future of their areas, ensuring that they are able to benefit from development that they welcome. This is to be achieved by creating their own Neighbourhood Plan to detail their wishes.

At the same time, Wiltshire Council introduced a Front-Runner Scheme for all parishes in the Cricklade and Royal Wootton Bassett Area to have a joint Neighbourhood Plan. Tockenham was involved in this from the start. Unfortunately, this Scheme proved to be unrealistic and, eventually, there were only 5 small parishes left. These formed the North East Wiltshire Villages (NEW-V for short) Neighbourhood Area – and we worked on a combined Plan. However, after some time, this Scheme also proved unworkable, so, in 2017, Tockenham applied to have the parish designated as its own Neighbourhood Area.

A Steering Group was established and, using much of the evidence acquired during the original NEW-V consultations, as well as that from the consultations held for our Community-Led Plan and Housing Survey, we have written a draft Neighbourhood Plan for Tockenham. This is now ready for the Local, Informal Consultation and, to this end; we will be holding a Launch Meeting on Wednesday 3rd October. Further explanation will be given and the Plan will be available to view at this time. The six week consultation will begin on 4th October – with the Draft Plan and Consultation Forms available both on-line and in hard copy.

We are hoping that everyone will get behind our Plan but, most importantly, we want to hear your views and comments. After the six week period, all comments will be assessed and amendments made to the Plan accordingly. It will then be passed to Wiltshire Council for a further 6 weeks Formal Consultation before being put before an External Examiner.

More detailed information will be hand-delivered to your homes at around the third week of September, but, if you have any questions in the meantime, please do not hesitate to contact me. The next meeting of the Steering Group will be held on Monday 17th September at 4 pm in the Village Hall. There will be an opportunity for public questions.

Update

There will be a meeting of the Tockenham Neighbourhood Plan Steering Group on Monday 17th September at 4.00 pm in the Village Hall.

Update

A draft Plan is currently with Wiltshire Council Spatial Planning Department for Strategic Environmental Assessment. This is a legal requirement for all Neighbourhood Plans and a process that can take up to 7 weeks.

In the meantime, work continues to finalise the Plan with the addition of maps, pictures and appendices – to include the evidence base and other relevant material.

More information will follow concerning the next stage of consultation.

Update 3rd January 2018

The Steering Group continues to make steady progress in finalising the Plan document.

Relevant sections from the North East Wiltshire Villages Neighbourhood Plan are being amalgamated with the original Tockenham chapter, whilst, at all times, referring to

the evidence gained from earlier consultations.

Unfortunately our Liaison Officer from Wiltshire Council Planning Dept. has been on long-term sick leave – which has somewhat hindered our progress. However, we are

expecting to have feedback from Wiltshire Council in time for our next meeting which is planned for Monday 22nd January at 4.15 pm in the Village Hall. This meeting is open to the public and questions can be asked there or in advance to myself on:

Update 16th September 2017

At the Neighbourhood Area Plan meeting of 24th August, the Steering Group finalised the following documents

  • Terms of Reference for the Steering Group &

  • Tockenham Neighbourhood Plan Consultation Strategy Following the Neighbourhood Plan process,

Both documents need to be approved by the Parish Council. This was done at the Parish Council meeting of 5th September. These can now be viewed on the village website under the Parish Council/Neighbourhood Plan section. If you would prefer to see a hard copy – please contact me, as below.

Work has now begun on amalgamating the original Tockenham chapter with the wider policies from the North East Wiltshire Villages Plan. Once complete, the local informal consultation can take place.

Be assured, continuous updates will follow and meetings will be advertised. The next is planned for Thursday 28th September at 2 pm in the Village Hall.
